Justin Bieber, was seen allegedly driving at least 100mph on the 101 Freeway by City Councilman Dennis Zine.
Councilman Zine, was a former LAPD Motor Officer for 18 years and said that Mr. Bieber should've been arrested for Reckless Endangerment.
LAPD eventually pulled Justin and the Paparazzi over.
Justin was issued a Summons for driving 80mph in a 65mph Zone.
No word if the Paparazzi that was chasing him received any citations.
