According to the Pentagon, after one week of monitoring a Chinese spy balloon. President Joseph Biden gave the Department of defense the authorization to shoot it down off the coast of South Carolina.

President Biden said he gave permission to shoot it down when it was first sighted but, the Pentagon wanted to wait for the balloon to be clear of the US communities.
